I did some checking around. It seams there is no Federal Law (just guidelines) that describe legal tanks. They only state that it must be of a leak-proof material, vented with flexible hose. ALso states it must be securely fastened. Pretty much common sense if you ask me! This link shows a little more info like baffels and such.
