I think you just go to any metal fabricator/welding shop. Most of them probably know how to make a tank, you just give them dimensions. Boatbuilder Magazine Jul/Aug 2000 did an excellent article on fuel system design, check http://www.boatbuildermagazine.com/ for a copy or reprint.
p.s. I agree about f'glass tanks. A friend of mine had a jetboat with moulded-in side tanks - they seeped fuel constantly into the bilges. He named the boat "Wildfire" but refrained from putting the name on until he replaced the tanks!
