Do you mean a low freq. occillation in the tiller? I used to sail a Catalina 22, and when you had it all set up correctly, it got a faint occillation in the tiller. My instructor at the time mentioned that it was all balanced when you could feel this. Maybe some more experienced sailcaptains can come in on this subject.
