The usual source of vibration is some asymetry in the rudder - usually a twist. If the rudder is wood or wood covered by fiberglass this is highly likely. If the rudder is a commercial rudder made out of fiberglass it is much less likely.
Observe the rudder carefully for any twist or warping. Unfortunately, an amount of twist which is invisible to the eye can still cause vibration. If you see a twist in a wooden rudder, it is unlikely you can straighten it out. Make a new one.
