You will not get a single answer to this out of the jetting community. I think the answer is both. With a pressure system like a berkely you need to have sufficient torque to throw the water into the bowl and out the nozzle with sufficient pressure. BUT it needs to rev high enough to get you some speed (as it is essentially a direct drive from the motor to the impeller). Perhaps that is why there are so few small block jet boats (and those that I have seen run a panther jet which is more like a jet ski jet and no a pressure type system). You should try some jet boat forums like realjets.com or banderlog.com. HTH
