Excellent information - this is what I was looking for! Many thanks. It seems the only blinking lights are yellow and are used to signal a towing operation.
Part of the reason I was making the lights blink is so that I can push them at a higher output without burning them out (LEDs).
I guess it's back to the drawing board.

: My read is that the stern light and the side lights must be "unbroken." I interpret this to mean "non-flashing," as there are other specific safety- and distress-related uses for flashing lights.
