Man alive! We sure have made a simple question complicated! Perhaps we should also quote the CFR and Chapmans! In summary:
Red light goes on the left side of the boat and the green on the right side. A white, visable from all side goes on the back of the boat.
There are numerous rules depending on length, type of boat and application, but if you follow the above you will not be cited for improper lighting.
Blinking, while clever is not legal and this is where the citation MIGHT come in.

: Right. A vessel under oars need only have a flashlight or lantern aboard to warn other vessels of her presence and prevent collisions. However, if she is going to display standard nav lights, they must be diplayed properly (proper position, non-blinking, etc.). Note: A vessel under oars that displays nav lights is not required to have the all-around white light, just a stern white light along with the red/green lights.
