Yes. They're designed to be encapsulated with fiberglass. The purpose is mostly to protect the plywood from abrasion and rot; it adds only a small amount of strength. Read http://www.glen-l.com/methods/how-to-fg.html. If you're serious, buy their book, "Boatbuilding With Plywood".
