Can also use a spokeshave to get it close to the diameter you want.Then make a draw plate of 1/4" steel plate with a hole drilled in it the diameter you desire and tap it through with a mallet.The rough edge the drill bit leaves out of the thru side of the hole will shave it round the rest of the way as it goes thru.Just has to be pretty close for the size you are talking.
