The requirement to glass inside and out with foam is what will push it over the top. The extra weight of glass and resin will eat up the cost savings.
Not to mention that the inside glass really should be continous along the inside of the hull (not wrapped over frames) for maximum stiffness and to be a suitable plywood replacement. This is in practice not achievable with a frame + plywood boat.
