i epoxy coated a steel centerboard. one time out in fresh water and i noticed small rust pits. these spread as the rust expanded beneath the epoxy. i don't believe epoxy is impervious to water penetration but it will retard the drying out of the wood once water penetrates.
i like to epoxy-glass the outside of my boats and varnish or paint the inside. it seems to allow the wood to dry out more easily if water does penetrate [and it probably will].
