I'm sure it's a great paint, but I have an easier solution: Encapsulate with epoxy, then paint with a premium exterior latex house paint. Millions of colors, VERY easy to apply, lasts for a LONG time, cleanup with water, etc, etc. And yes, it does work fine below the waterline. See http://home.att.net/~DaveCarnell.
