I'm not experienced with installation of fueltanks, but plan to do it myself and I'm very sure that you need to do this to prevent eventual sparks from static electricity (I hope this is correct terminology on the phenomenon).
Also, your other ideas on insulation and rubber underneath is in accordance with what I've read in professinal litterature. Important addition though, tanks should be well secured with (count also for loose portable tanks) straps or similar. Think of the worst possible condition and what could be happening with such a tank with gasoline. For instance if the boat comes upside down for some dramatic reason.

: I am building the Cabin Skiff and have acquired a fifteen gal. fuel tank. It has a fuel sending unit for a dash mounted fuel gauge and a tab welded on the tank itself. I presume the tab is to ground the tank. My question is: Is it neccessary to ground the tank and if so where do you ground it to? Also, I would like to put some rubber (cut up tire tube) under the tank to prevent chafing and maybe insulate the tank to keep the temperature more constant so as to cut down on water condensate. Any comments or suggestions appreciated. Thanks in advance...
