Boy - sounds puzzling! I'll bet it a combo of the
type/brand of marine varnish you're using, and
also whether or not you "stirred" up the can
ahead of time.

I know they warn you not to "stir" up the can
very much, at least right before your going to
brush it on. Are you using a "natural brisitle"
brush, rated for "oil-based" paints. You for sure
don't want to use a synthetic plastic fibers
brush, not do you want to use a brush made only
for "water-based latex" paints.

Hopefully also, your using a real marine exterior
varnish. They cost about twice the price of
what you'd pay for "furniture varnish".
