Tubby Tug has a flat bottom, which would make it quite stable up to a point, although slower than a round or v-bottom hull.
I don't know how well it takes waves as I haven't completed mine yet. I would guess no better and no worse than any 9 foot flat-bottomed skiff.
Cost will depend mostly on what kind of plywood you use for the hull and what kind solid wood you use for the cabin (leaving out propulsion, which can cost more than the boat). Expect to complete the boat for between $500 and $800 if you use epoxy encapsulation and fiberglass the exterior.
I would advise using the best marine plywood you can afford.
Constructing the hull is easy and fun and a good first-time project. The cabin requires some woodworking skills, so if you aren't confident in that area you may want to try a simpler stitch-n-glue boat first. On the other hand, if your goal is to build something for your kid(s), this is a great little boat with lots of character and the only one of its type that I've seen.
