I've always seen used just exterior, clear, silicon caulking. That stuff holds like nobodies business!
Especially if you have a full or partial frame around the glass. It's also used to assemble large (50-100 gallon) fish aquariums. If it holds that kind of pressure, I'm sure it will hold out a little ocean spray.
