Without knowing any more particulars, it sounds like the mix isnt completely and thoroughly mixed up. When you say it is mixed according to the instructions, can that mean it was mixed in the correct amounts, but possibly not mixed thorough enough? Just proposing the best I can.
Then there is the wax in the resins that floats to the top in the cure process. Your brand might have a lot of the wax, and you saw it in different forms such as the thin layer you spread out on the job, and the thick stuff in the can.
Is it only sticky on the top surface, or soft thru and thru???
