A common misconception is that foam "flotation" will make a boat float better. Under normal circumstances, that's not true - the weight of the foam (small though it may be) will only serve to make the boat ride ever so slightly lower.
HOWEVER, if the boat is holed or capsizes and fills with water, the foam should keep it from sinking and provide something for the passengers to hold onto until help arrives.
