You inspired me to ask another source for advice - the guys at www.epoxyproducts.com. They do not believe that ANY penetrating epoxy will actually bond well to wet wood. Their solution may surprise you. They suggest glycol - antifreeze - to replace the water, then the epoxy WILL successfully bond to the glycol-soaked wood. They also suggest injecting the epoxy while the transom is hot (about 140 deg). This makes the epoxy thinner and penetrates better, then as it cools it sucks the epoxy into the wood.

I'd like to do a test on glycol-soaked wood, and see how well it adheres. Glycol is a well-known rot-preventer - see Dave Carnell's pages at http://home.att.net/~DaveCarnell.

I still have to admit that the www.transomrepair.com approach is interesting though.
