My read is that the stern light and the side lights must be "unbroken." I interpret this to mean "non-flashing," as there are other specific safety- and distress-related uses for flashing lights.

: I have been looking through all the regulations I can find on the web. I have not seen any reference to a "continuous" light in any of them.

: I understand that there are dangerous people that take to the water in boats. I'm not too concerned about confusing them - as long as I can get their attention before they drive over me.

: Most of my rowing will probably be done in water that is not navigable for big power boats. I do want to make my craft safe - that is why I'm adding the extra expense of lighting.
