A few months ago I found a company which supplies large cans of spray foam - I think they may have been about 2-3 gallons unexpanded. May be useful, IF (repeat, IF!) it is a foam that is acceptable for marine flotation. I don't know if it's closed cell or if it's impervious to water and fuel/oil. You'd have to ask the company; I was inquiring for home insulation purposes.
Unfortunately, I seem to have lost my bookmark to the company. I think I searched for "foam AND diy", or something. Please let us know if you find anything useful.
