Keel has broken the epoxy cover

I rebuilt an old skif. I coated the outside with Glass and expoxy. This year I noticed that the cloth and epoxy had cracked off the keel and the wood was being exposed. I imagine the top of the keel board must be exposed on the inside of the boat to internal water. Therefore it soaked in water and the swelling split the epoxy.

The top side is inaccesable from the inside. I need some help. Would it be best to cut out the keel board ( a lot of delicate work) and replace it with a new one that is completely encapsulated. Or is there an other way to somehow solve the issue
