Your question confuses me a bit. It is normal to coat all components with epoxy, including the plywood. You should use marine plywood, because it's stronger. I don't see that coating the frames is related to using marine ply.
Be careful what plywood you buy. Lowes has "marine plywood" which doesn't look any better quality than their A-B exterior. Best to buy from a supplier that specializes in boatbuilding. Yes, it costs more!
