I found a bandsaw helpful with the following method: Use a bandsaw to cut the frame patterns out on an easily cut material-- e.g. 1/4" plywood, or even masonite. This makes it easy to cut right to the line, or slightly proud of the line and true up by sanding or planing. Bottom line is you can easily produce a great frame pattern. Then staple or tack nail that pattern down to your actual frame stock, and router out with a flush cut bit. Voila, a perfect frame. Alternatively, being careful you can use a circular saw to do the same thing. I'd try that first and save the $ of a bandsaw.
