Are you sure the Pontoons are Steel and not Aluminum? Whatever the material, take it to a proffessional welder and have them weld a patch over the hole. Around here that type of repair would cost less than 100 bucks, and they come to the boat with a mobile truck. If you try and mess around with foam or glue, It may work after some trial-and-error. My opinion is repair it right the first time, and you won't have any more problems with it....
