Mark's correct. Also, I don't think Styrofoam is closed-cell. That means it will eventually become water-logged and add a lot of weight to your boat. And another problem, if you want to glue it in, the glue may break it down! Glues you'd use to attach foam to the inside of your basement walls (Liquid Nails, etc) won't stand up in a marine environment, and good glues like epoxy may disintegrate styrofoam.
