I don't have a Glen L-17 but a Minuet, which is similarly designed. I flipped it last year, and could not immediately right it without help. So, I would say No, it is not self righting. If you put a lot of foam lotation in it, and paraticularly put some in the mast, it should be reasonable to right it with one or two people standing on the centerboard and with the sails down. In heavy wind it would be less likely. Once up, you should be able to climb in and bail it out with a bucket. You better have an electric and manual bailing pump, however.
