I can think of a couple of reasons why an aluminum tank would need to be grounded, but am not sure how they would apply to your boat. If one's boat were metal (which, of course, yours isn't), and rubber padding or straps were used that could electrically "isolate" the tank from the rest of the structure, grounding to that structure would be vital. Also, if you have a length of rubber hose between the tank and a remote filler cap, grounding between the tank and the cap base/assembly would be necessary so static electrical charge built up in the tank could be safely discharged when fueling.
