Try looking up vw industrial engines, you are basically looking for a water cooled manifold. The rest is stuff that can be bolted on. You also have a custom wet manifold built by any reputable machine/welding shop...probably for 400-600 us for a 4 cyl. I know that vw sells versions of their 1.9l diesel for stationary applications, try the parts guy at a vw dealer ship also.
Please let me know what you find, I considered twin 1.6 diesels once but was financially unable to at the time. I have a cummins 3.9 with 100 hours on it and am building a custom stainless exhaust manifold for it, it started life running a fire pump at an airforce base, anything is possible, just persevere!!!
