Could you not just enlarge the existing design? To make it 19' instead of 17' would simply require the drawings being enlarged to 111%, this would not only stretch it but would also widen and deepen it in the correct proportions.
Any company with a large copy machine ought to be able to do this for you for a reasonable fee.
