Use of straps to form Console Skiff hull

I am confused by the plans. When the hull is flat (cut, assembled and prior to stitching), the plans show a piece of scrap ply being bolted to, what will be, the forward end of the chine. The plans refer to a 'strap' and point to this bolted piece of scrap. What does this do? Does this bolted on piece have any relation to the rope used to pull the bow together?
