As the hull is being "folded" and stitched into shape, stress will build up at the forward end of the chine. The strap reinforces this area and spreads out the stress to keep the panels from fracturing at that point before the stitching is complete. It has no direct connection to the rope used on the forward part of the hull. I have photos of my Console Skiff in the folding stage on my site (see link below). You can see the straps in a couple of them.
