Aw Ken you are being too hard on the guy. The british had this all worked out by world war 2.They had stationary bicyles, with no back wheels but instead the chain went around a sprocket on a generator.And every night you rode your bike and recharged your battery for the next day.Us americans are so backyards.

This site has a lot of info on electric boat systems and you need to look at golf cart batteries 6 volts wired together.I think you will find out that you are probably looking atleast 15 to $20,000 for a system.I say be backwards and burn more fossil fuels. Oh yea, you can add thousands more for a solar panel recharging system.
