I have not done large areass of okoume wiht stain. Small pieces seem OK.Stain first and then varnish.
I have used the Minwax stains as my fist choice and you may want to try Behlen's Solar Lux (NGR dye stain). The dyes are not as lightfast as the pigmented stains.
In my opinion, the stain / varnish mixes are a horrible joke played on the consumer. Hard to control, and impossible to touch up and even out if you are not happy without really obscuring the grain.
