Epoxy "Blush"

I've been running up against the term "blush", when various boat builders refer to using epoxy? Can someone explain what it is? Is it harmful, and to be removed? Epoxy, besides being a great glue, a great coater of stitch-n-glue construction - seems to have other odd characteristics: blushing? is one. Another I experienced, is "chalking" that has continually occured on my 20-year-old ROUSTABOUT I built and fiberglassed over marine ply, and then painted with "Epoxy Paint" (Defender, 77). This light blue 2-part Epoxy Paint, chalked all the time, was especially sensitive to sunlight when wet. Chalking could easily be cleaned/waxed away - but would faithfully return. After 20 years - my light blue painted fiberglassed cloth hull - is just about threadbare of no paint, and bare epoxy fiberglass cloth showing thru. HAVEN'T THEY FIXED THIS YET?
