You are referring to Amine blush that occurs when epoxy cures under certain atmospheric conditions. it has the feel of a waxy almost oily film. soap and water will take it away don't just stand it or you smear it around. wash, rinse, wetsand or lightly dry sand with 220 and re-coat. Perhaps wipe with toluene or acetone too if you wish.
